Global Lab recognizes that impartiality, independence, and objectivity are the absolute pillars required to ensure the technical credibility of its operations and to maintain the unshakeable trust of clients, international accreditation bodies, and national or international regulatory authorities.
Global Lab is a laboratory that provides testing, inspection and conformity assessment services accessible to all applicants, without discrimination based on size, membership in specific groups, or other non-technical factors.
This Declaration establishes the permanent operational framework for all activities executed by Global Lab, including but not limited to: system audits, Information Security Management Systems (ISMS) evaluations, vulnerability assessments, penetration testing, regulatory inspections, and game/software testing.
Principle of Impartiality and Trust
Global Lab recognizes that impartiality is an essential requirement to ensure the credibility of its activities and to maintain the trust of clients, regulatory authorities and stakeholders at both national and international levels.
In order to obtain, maintain and enhance such trust, it is essential that:
- decisions are based solely on objective evidence of conformity or non-conformity
- decisions are not influenced by any interests or involved parties
The perception of impartiality is considered a fundamental element for the recognition of the objectivity of the activities performed.
Management Commitment
Global Lab’s Top Management assumes full, ultimate responsibility for enforcing impartiality across all operational branches. Management explicitly commits to:
- Ensuring that all technical testing, evaluation, inspection, and certification activities are conducted under structural conditions that insulate personnel from any external influence.
- Preventing any undue commercial, financial, or personal pressure that could degrade, influence, or alter the objective outcome of any laboratory or inspection finding.
- Providing all necessary funding, authority, and resources to maintain a resilient quality management system dedicated to tracking and addressing impartiality threats.
- Ensuring that the perception of impartiality is upheld at all levels, as reputation and objectivity are fundamental elements for the international recognition of the activities performed.
Management of Risks to Impartiality
Global Lab operates a continuous, formalized Risk Register as its primary operational control tool to systematically identify, analyse, evaluate, and minimize potential threats to objectivity. For every identified threat—whether arising from testing activities, corporate relationships, or the personal relationships of staff—the management system dictates that:
- A detailed description of the risk, conflict of interest, or potential hazard is formally logged.
- A quantitative and qualitative impact assessment on technical objectivity is executed.
- Specific treatment and mitigation actions (preventive or corrective) are established immediately.
- A designated internal stakeholder is assigned responsibility for active monitoring.
- The risk status (open/closed) and the verified efficacy of the corrective action taken are documented systematically.
The Risk Register is updated dynamically following any organizational change, contextual shift, regulatory update, or new client onboarding.
Structural Independence
To safeguard the integrity of its evaluation and inspection services, Global Lab operates under the strict criteria of a third-party independent body:
- Global Lab, its executives, and its technical personnel are entirely independent of all parties involved in the items subject to evaluation.
- Personnel shall not engage in the design, manufacture, supply, installation, purchase, ownership, distribution, usage, or maintenance of any software, physical infrastructure, components, games, or systems under testing or inspection.
- The provision of consultancy, advisory services, structural design, or custom software development that could impair the absolute separation between technical verification and product development is strictly prohibited.
- Technical and commercial functions are kept completely segregated. Pricing structures and service conditions are applied uniformly and non-discriminatorily to all applicants based on transparent, pre-defined criteria, ensuring that commercial negotiation never influences technical timelines or evaluation criteria.
Personnel Management of Conflicts of Interest Control
Global Lab prevents and manages conflicts of interest through:
- preparation and continuous updating of the impartiality risk analysis
- collection of formal declarations from personnel regarding:
- independence
- confidentiality
- absence of conflicts of interest
- prior evaluation of potentially critical situations
- exclusion of personnel from activities in case of identified conflict
The provision of consultancy services that could compromise the impartiality of testing, inspection and conformity assessment activities is prohibited.
All personnel are involved in maintaining impartiality and are responsible for actively contributing by:
- reporting risks or critical issues
- complying with company policies
- participating in continuous improvement
Management appoints a Quality Manager responsible for monitoring the system and periodically reporting on its performance
Global Lab enforces a strict behavioural, ethical, and legal code for all full-time staff, part-time employees, contractors, and external technical experts:
All personnel must sign a legally binding declaration concerning independence, strict confidentiality, and total absence of conflict of interest upon onboarding, with mandatory annual renewals.
Financial remuneration, bonuses, or evaluation metrics for technical and inspection engineers are completely uncoupled from the volume of tests conducted, the turnaround speed, or the final outcome (pass/fail) of any system, game, or software evaluation.
Staff must immediately report any personal, familiar, or financial connection to a client company. Technical personnel are barred from participating in or reviewing evaluations for any entity where they have held employment or provided consultancy within the previous five years. Affected personnel are immediately excluded from the project pipeline.
Global Lab declares a total absence of equity ownership, financial cross-holdings, shared directorships, commercial joint ventures, or economic dependencies with licensed operators, B2B software suppliers, platforms, or developers within the regulated gaming industry.
Any attempt by an external client, operator, developer, or stakeholder to apply commercial duress, financial inducements, or coercive tactics to alter testing results, technical reports, or compliance certificates must be logged and reported directly to the competent regulatory authority (including but not limited to the UKGC and MGA) within 24 hours of the occurrence.
Technical sign-offs and compliance evaluations involve named Key Persons who accept direct regulatory and personal accountability for the truthfulness, precision, and objective alignment of the compliance certificates issued by the organization.
Assurance of Objectivity of Activities
Global Lab guarantees that its conclusions and reports are derived solely from objective, traceable, verifiable, and comparable technical data generated through thoroughly documented testing methodologies. Financial independence is structurally maintained as follows:
- Corporate revenues stem exclusively from transparent, pre-defined service contracts and fixed pricing structures.
- No financial interests are permitted to exist that could compromise testing impartiality, and no company incentives are linked to the outcomes of activities.
- No single customer, corporate group, or industry consortium shall occupy a financial percentage of revenue that compromises Global Lab’s operational autonomy or introduces commercial vulnerability or dependency.
Safeguarding Impartiality
Global Lab ensures impartial behaviour through:
- separation between technical and commercial functions
- uniform and non-discriminatory application of service conditions and pricing
- definition of transparent criteria for the preparation of offers
- monitoring of activities to identify any undue pressures
- involvement of personnel in reporting situations that may compromise impartiality
Global Lab ensures that no incentives, particularly of an economic nature, may influence the results of activities.
Fair and Non-Discriminatory Access
Global Lab guarantees fair, open, and non-discriminatory access to its compliance services for all applicants, without barriers based on company size, market membership, or non-technical factors.
No undue conditions or limitations are applied unless justified by regulatory or technical requirements.
Handling of Complaints, Appeals and Reports
Global Lab ensures the timely, impartial and traceable handling of:
- complaints
- appeals
- reports
All incoming complaints, appeals, or reports regarding technical testing or inspection results are logged, investigated, and processed in a fully traceable, objective, and timely manner.
The resolution of appeals is handled exclusively by personnel completely independent of the original technical or testing activity under review.
Data gathered during dispute or appeal processes are treated with maximum confidentiality and are actively analysed to drive continuous improvement of the management system.
The information collected is used to monitor and improve the impartiality management system.
Monitoring and Review
Global Lab’s Management appoints a dedicated Quality Manager with full, independent authority to track, maintain, and audit the impartiality, independence, and risk-mitigation framework. The Quality Manager reports directly to the COO and CEO.
The entire system undergoes a comprehensive evaluation during the annual Management Review to verify the ongoing effectiveness of the adopted policies, update the corporate risk assessments, evaluate staff declarations, and formalize continuous improvement actions to safeguard international accreditation status.
Executive Endorsement:
By signing below, the Executive Management of Global Lab solemnly pledges to uphold, enforce, and fund the execution of this Declaration of Impartiality and Independence, safeguarding the trust placed in us by international accreditation frameworks and global regulatory authorities.
